Many parents will spend a fortune on their kids with holidays etc, but when it comes to learning to drive they all want to pass their test as quickly and cheaply as possible. And how will restricting new drivers reduce accidents even small engined cars are capable of 100mph nowadays. You could say the price of insurance for inexperienced drivers already restricts them to small engined cars. All drivers should have refresher lessons every year to make sure they are still driving the same way they demonstrated when passing their driving test ie safely.
